Finland's public education system, in the top 3 of the international ranking tables, is often both lauded as a model to follow and critiqued as one that could never be applied here in the USA.  This article in the Washington Post, "What if Finland's great teachers taught in U.S. schools?", widens the lens that we here in the USA typically view education reform efforts from and provokes an interesting debate around our country's treasured principle of decentralization and its limits and effectiveness from an education policy perspective, particularly when it comes to teacher preparation and recruitment.
